VACANCY ANOUNCEMENT

PMO SOCIAL, GENDER AND COMMUNICATIONS SPECIALIST

A.   Background

The Government of Mongolia has received financing from the Asian Development Bank (ADB), Green Climate Fund (GCF) and High-Level Technology Fund (HLT) toward the cost of the Ulaanbaatar Green Affordable Housing and Resilient Urban Renewal Project (AHURP). The objective of the project is to transform the highly climate-vulnerable and heavily polluting peri-urban areas of Ulaanbaatar (ger areas) into low-carbon, climate resilient and affordable eco-districts. The Municipality of Ulaanbaatar (MUB) is Executing Agency of the project, with responsibility for implementation supported by one Project Management Office (PMO) and one Project Implementation Unit (PIU).

B.   Scope of work

The Social, Gender and Communications Specialist will be responsible for effective implementation and monitoring of the project social, gender and communication activities through meaningful consultations and engagement with project stakeholders and communities. The Specialist will work closely with concerned PMO staff and project consultants and report to Project Coordinator and if applicable, to MUB, Ministry of Finance, ADB, GCF and other co-financiers.

Required inputs are 60 person-months on a full-time basis and the contract will be established on a yearly basis in accordance with Government Resolution No. 176 and No. 4 of the Minister of Finance.

C.   Detailed Tasks and/or Expected Output

The Specialist will be responsible for the preparation, implementation, updating and monitoring of the social, gender and communication aspects of the project in accordance with (a) all applicable laws and regulations of Mongolia, (b) the ADB’s Safeguard Policy Statement, (c) ADB’s Social Protection Strategy, and (d) Resettlement Framework (RF). He/she will perform following specific tasks, but not limited to these only:

·         guide the MUB/PMO/PIU/consultants and relevant stakeholders to ensure proper social safeguards and gender and social aspects are mainstreamed throughout the project implementation period; 

·         engage with project team and resolve complex social and gender aspects and ensure that laws and regulations of Mongolia governing safeguards, as well as ADB’s Safeguard Policy Statement (SPS) are followed;

·         coordinate activities and carry out the implementation of the social and gender action plan (SGAP), and review and update the SGAP, when necessary;

·         be responsible for the proposed actions of the SGAP are implemented, progresses are monitored, and achievements of results are measured and reported periodically to ADB and co-financiers;

·         set up effective monitoring systems and monitor indicators for the SGAP and as well as Design and Monitoring Framework (DMF), and report on the progress of the targets and indicators;

·         prepare, update, review the social and gender documents, checklists, and forms, and ensure bidding documents and contracts contain relevant reference to social aspects (safeguards, employment of local people for works, equal opportunities for women and men, inclusion of clauses on HIV/AIDS/STI etc.,);

·         lead the screening of social and gender aspects, consultations with project stakeholders, handling of grievance redress procedures, and undertake information disclosure and public consultations;  

·         conduct diverse publicity activities on social, gender and labor aspects and collect data and information through consultations, focus group discussions, and social surveys and calculate the SGAP and DMF indicators, analyze the results and prepare reports on the status and impacts;

·         review social, gender and safeguard issues raised during project implementation and recommend on actions, measures and corrective actions where necessary;

·         closely work together with the PMO and consultants resettlement specialists and social mobilizers to overview the social and community engagement activities that are linked with the implementation of the VLSP (Voluntary Land Swapping Plan) and insure that the VLSP implementations in line with ADB social due diligence, and the project SGAP;

·         assess the capacity of the MUB/PMO/PIU staff to implement social, gender, and  safeguard activities in accordance with policies and procedures of the ADB and the Government and provide necessary trainings to project stakeholders in areas related to implementing, monitoring, reporting and disclosing of the social and gender aspects of the project;

·         ensure transparency and accountability of the activities carried out under the project with the help of online and offline information dissemination platform or tool and ensure that the project information disclosure activities are undertaken periodically on a timely manner;

·         prepare various progress reports on social, gender and communications  on  quarterly, semi-annually and annually basis and provide relevant inputs to other project related reports and documents as needed; 

·         carry out the implementation of community participation plan (CPP) by ensuring the affected community is engaged in all the steps of the project, i.e. from detailed design, construction and operations and maintenance of the buildings and facilities;

·         support a joint survey for poverty and social analysis, including gender analysis through household survey (sample size 100%) and qualitative interviews (key informant and focus group discussions);

·         carry out the implementation of Stakeholder Communication Strategy (SCS) establish and manage a grievance redress mechanism (GRM) and introduce GRM to the stakeholders and the public through consultations;

·           support the PMO to manage a grievance redress mechanism (GRM), to provide training for project complaint members and to provide training for project public complaint members and GRM access points, and

·           other duties assigned by the Project Coordinator.

 

D.   Output/deliverables:

 

·      Periodic (monthly, quarterly, semi-annually and annually) progress reports to various stakeholders of the project and finalized project documents. 

E.    Required Qualifications and Experience

·      Master’s degree in social sciences, gender studies, sustainable development or other related disciplines is preferred;

·      At least 5 years of professional experience in social and gender development,  stakeholder’s engagement, community consultation and development, resettlements and  social safeguards;

·      At least 5 years of preferred professional experience in international, multi-stakeholder projects financed by ADB and/or other international financial institutions;

·      Relevant experience and comprehensive knowledge in social and cultural environments and of issues related to land acquisition and resettlement;

·      A solid understanding of project implementation policies and procedures adhered by the Government and ADB;

·      Demonstrated capacity to work collegially and creatively within a team as a leader and with partners; and excellent communication, interpersonal and team work skills; and

·      Strong oral and written Mongolian and English proficiency.
